EPACANDO is seeking a Program Director for its Community Owned Real Estate (CORE) program. The successful candidate will inspire and collaborate with staff, board members, community voting members, constituents, and organizational partners. Key responsibilities include advancing the acquisition and development of new sites, ensuring excellent stewardship of existing properties, facilitating the formation of a housing cooperative, and strengthening the Community Land Trust (CLT). The Director will also focus on developing and maintaining a strong community governance membership, raising funds, managing projects and personnel, and handling administrative tasks. This position is designed as a pathway to the Executive Director role at Pahali CLT and/or EPACANDO. Below is a rough estimate of the workload in major areas of responsibility.
About EPACANDO & Pahali CLT:
The East Palo Alto Community Alliance Neighborhood Development Organization (EPACANDO) is committed to creating affordable housing and fostering community and economic development in East Palo Alto. For over thirty years, EPACANDO has focused on anti-displacement efforts by co-developing permanently-affordable rental housing—delivering 450 apartments—and supporting residents in achieving and maintaining homeownership. Collaborating with the City government, EPACANDO's initiatives include buying and renovating a 15-unit apartment complex, preventing displacement through foreclosure interventions, providing housing counseling, and sustaining a community land trust.
Responsibilities
General Mgt. & Admin. (30%): Develop and manage the CORE program workplan and budget
Fund Development (20%): Lead a cross-program team to write grants, and manage relationships
Site Acquisition & Development (40%): buy, plan, finance, build (rehab or new) residential sites
Organizational Development (10%): nurture staff culture and robust community membership
Essential Proficiencies
Program management and development: planning, accountability, mission alignment, resourcing, marketing; supporting, training and supervising staff
Corporate management & administration: part of EPACANDO executive team
Project management: planning, executing, expediting, troubleshooting, process coordination
Grant management: writing, performing, reporting; compliance with funder requirements
Financial management: Budget preparation, financial analysis, expense control
Qualifications
Community outreach, engagement, advocacy, especially related to housing projects or policy
Organizational development both internal and external such as coalition/trust building • Staff development and management
Membership development and member relations
Establishing and maintaining an effective social media presence • Website content management
Revenue development and grant writing
Generic administrative skills: contracts, editing, record-keeping
Fluent use of software applications relevant to the position
Relevant academic degree(s)
Experience working in and/or with public agencies and/or public-interest non-profits
Promoting racial and social equity; community empowerment; anti-displacement
Familiarity, connection, commitment with/to the East Palo Alto community
